We had a similar problem with Apache 2.0.54 and OpenSSL 0.9.7f. HTTP access to
all sites was fast, HTTP access was almost timing out. Found it to be caused
by having loglevel set to "debug". Once we reverted loglevel to "warn", HTTPS
access is as fast as HTTP.
