ANNOUNCE: LaTeX and Ant

Hi everybody,

my second attempt to use LaTeX and BIBTeX in ANT is released. It
should now run on JVMs >= 1.1 using the Execute-Class (thanks to Stefan
for teaching me the use of this class).
