In phase resolver when a module handler is added to a user phase, but that user phase is not added in axis2.xml the server
load without giving any notification of the problem. This should be corrected so that server log the problem and stop executing.

Resolution: Fixed
Fixed. Now suppose There is no RMPhase is added in axis2.xml, but rm is engaged in a services.xml then the server won't start. It writes to the log about the problem and exit
