installation page UX update

Hi everyone,
@kpmurali (Krishnan) has worked on some of the initial feedback for the
install UX. He has this preview link:
http://54.210.6.225/install/index.html?version=v1.2.0&device=Windows&language=Python&processor=GPU

It has a couple nice features:
* When you choose different install paths, it puts the selections in the
URL, so you can share that or use it elsewhere and it'll take the user
directly to the instructions you want them to see.
* I uses a very obvious version selector that users can see and use to
change the directions (for pip versions).

If you like it, please give him a thumbs up on his PR, or provide some
feedback.
