Create and implement Frame classes to enhance MLContext API Frame support. Classes/enums to create include: Frame, FrameFormat, FrameMetadata, FrameSchema, and BinaryBlockFrame. Add support for these classes in MLContextUtil, MLContextConvertUtil, Script, MLResults, and any other related classes. Most code should be quite similar to the code for Matrix support.
