Follow on from jira WODEN-148. The EBNF grammar added to the WSDL2 spec Part 2 describes how to correctly parse the whttp:location string, including precedence for double curly braces and how to identify syntax errors correctly. HTTPLocation currently parses valid string OK, but the new grammar has not yet been implemented to handle error cases correctly.
