OOZIE-2734 renamed {{README.txt}} to {{README.md}} but {{distro.xml}} still [refers|https://github.com/apache/oozie/blob/branch-5.1/src/main/assemblies/distro.xml#L42] to {{README.txt}}. We should use {{README.md}} instead.
