[I] [Task]: Support FLOAT32 type in Spanner [beam]

   ### What needs to happen?
   
   Support the upcoming FLOAT32 type in Cloud Spanner.
   
   This mainly needs an update of the java client libraries and additional type related changes in the SpannerIO components
