Files being deleted by Tomcat

I have deployed an application using Tomcat 4.1.24 release.
After using the application for an amount of time. Tomcat is going into a mode 
where it starts to delete the files that Tomcat is trying to access. It is 
deleting any JSP or GIF files that I try to access within Tomcat.
It is also deleting files from ROOT context and my application context.
It is not deleting HTM and JPG files.
