The methods org.apache.hadoop.yarn.server.resourcemanager.placement.UserGroupMappingPlacementRule#validateParentQueue and org.apache.hadoop.yarn.server.resourcemanager.placement.QueuePlacementRuleUtils#validateQueueMappingUnderParentQueue are exactly the same. We need to extract it to a common method and delete one of these dupes.
