Context Params Being put in init Params

Description:
Context params are being set into the init params.

WebXMLReader (Ithink that's the file) forces context-params
to function setInitParameters in the Context Object.

It seems like the Context Object needs a method to set the 
context-params(setAttrib) that takes to strings so that
it can be passed to the xml reader.
