[DISCUSS] Remove all documentation translations

Doc translations are not being actively maintained and are thus outdated.
Furthermore, at least some of the existing translations seem to be really
bad too. Consequently I propose to remove all translations from the docs
(cordova-docs as well as any other repos).

I checked the guide entry page
<https://cordova.apache.org/docs/en/latest/guide/cli/index.html> in German
and it's so horribly bad that it can be considered totally useless IMO.
OTOH, doing a Google translation of the English version yields a really
helpful and comprehensible text.

I would say "No" to 1) and 3) - we can get rid of the code and
deactivate that account.

2) and 4) definitely need their own mailing list thread with their own
reasoning.

I’d be interested to know:
1. Do we want to keep the Crowdin account?
2. How many versions of docs are we keeping? Maybe we can prune some.
3. Do we want to keep support for translations for the future? Removing it would allow us to delete a lot of code, but also would be harder to bring back.
4. Do we even have a supported versions list? An LTS? If not, maybe let’s start.

What do you all think?

As far as I know, there has been nobody working full-time on Cordova
for the past year. There are a few companies putting some dev time
against the project, but it's almost entirely maintained by people in
their limited spare time nowadays.

We use crowdfunded docs, which in theory is supposed to make translation easier (and does in practice). We already have a lot of translation memory, and we can even use the machine translation feature to translate as a last resort. I think our problem is the lack of automation to get the Crowdin translations into the codebase.

That change isn’t technically complex, but just needs to get the time and effort dedicated. I estimate it would take 2 weeks of full-time work to get working seamlessly. Would anyone that works on Cordova full-time be up to prioritise this? If so, I can work with them to make it happen.

There was an older thread about it and somebody was opposed, but the time
has passed and nobody has tried to fix them and probably nobody knows the
process to make them work, so better kill them.

I'm from germany and have read the some parts of the german docs, only one time.
The quality was poor and not well translated, because maybe some translations were made automatically or by a person without the knowledge of every technical aspect of cordova.
So I suggest to put the man power into a good english documentation, because this should be enough for each developer.

Personally I've got the feeling that we can't maintain them while keeping a
good/high quality.
