Looking at the code again, the default case looks ok - i.e. slow start disabled. [~jeagles] - do you agree with this, and if you do, can this be removed as a blocked for 0.9?
I believe this is the only blocker for the release. Another option is to revert TEZ-3274 till this issue gets resolved, and bring it back for the 0.9.1 release.
