    Description: When one of the default queues is fully in use, or isn't sized correctly, the corresponding pool sessions may not be able to start in a timely manner (or at all), and HS2 startup would hang forever. Need to add a timeout around that (in Hive for now, since Tez does not have the APIs that we need).
