Official Marmotta's Docker automated build

Finally we've got a Marmotta's Docker automated build under the ASF
organization there:

https://hub.docker.com/r/apache/marmotta

So every commit to develop will trigger the build of a new Docker image. So
you just need to pull from there:

docker pull apache/marmotta

Thanks to INFRA for their nice support; all details at INFRA-11584.
