Resolution: Fixed
[change]
1) add a column `vm_snapshot_chain_size` to `volumes` to save chain size for a volume with snapshot, this enables VM snapshot capacity calculation.
2) get volumes' chain size in resource layer after VMsnapshotCreate/Delete and report the stats to mgmt server in answers
3) publish usage events for vm snapshot after VMsnapshotCreate/Delete
4) generate usage records for vm snapshot, on a volume basis.
