Please provide more information.  I was able to load the XML content provided
with bug 29972 successfully (displayed the '<' and '>' characters).  I'm leaving
this as 'new', but it 'works for me'.  Could this be a locale issue?

I'd like to either mark 29972 as verified or reassign this bug as a duplicate of
29972.
