The version of javac you're using doesn't match the one from the JDK. This can 
happen if you're using the Tomcat installer (which copies javac to the Tomcat 
directory), and then upgrade to JDK 1.4.
In any case, Tomcat works fine on JDK 1.4 (at least a clean install does).
