Question on Category

Hello
In my project I am using many categories (with class names as category names).
Our requirement is that we should be able to switch on/off debugging at package level.
So for that I am required to switch off debugging for particular categories.
I tried setting priority to null for these categories but by definition it takes the root priority.
Is there any other way to do this? Any help regarding this is appreciated.
