2.0.28 beta: Compilation issue on StrongARM

I was trying to compile 2.0.28 natively for StrongARM 
on Compaq's SkiffCluster platform (public StrongARM
servers).

I ran configure as ./configure --enable-dav --enable-dav-fs.

It configured without any issues.

However, when I run make, everytime it gets to
src/apr-util/expat, it runs configure again and again.

Any ideas?
