I haven't had a chance to review this bug, but I just found it when looking for
Bug 34849, which is substantially similar.

I would appreciate if members of the community who are interested in an
expression validator compare the two and offer any advice as to whether this
ticket or that is a better path to adding this to Struts.

Note that Bug 35806 (with the dynamic javascript for client side validation)
probably impacts this solution as much as it impacts Bug 34849; we should try to
solve that close to such time as we might add one of these validators and start
encouraging people to use it.
