[VOTE] Pulsar Release 2.8.3 Candidate 2

This is the second release candidate for Apache Pulsar, version 2.8.3.

It fixes the following issues:

Thanks for pointing that out, Penghui. I can confirm that my KEY is not signed.

While it's not the same as in person verification, I'll note that
since becoming a committer I have signed all of my git commits with
the same gpg key used to sign these release artifacts. At the very
least, we can be confident that the author of those commits is also
the author of these artifacts. :)

While it’s preferred that KEYS are signed it’s not required. The last Apache key signing party was at Apachecon Las Vegas in 2019. Here’s looking forward to the next one. Bring your government ids.

I think it should be an issue that the key does not been signed? I'm not

- Compile from source w JDK11

- Build docker image from source

- Run Pulsar standalone and produce-consume from CLI

- Deployed a cluster to a k8s env and tested simple functions (k8s mode)
and the elastic sink using avro schema

Thank you all for your votes.

As discussed in the 2.9.3 release vote thread, this release candidate
is affected by a breaking change that will be fixed by
https://github.com/apache/pulsar/pull/14409. Please see that thread
for details.

Please let me know if anyone has identified additional regressions in
2.8.3. Assuming we're able to get 14409 merged soon and there are no
other issues, I plan to start building the artifacts for RC 3 in about
12 hours.
