4.0.0 release

Dear Oozie Community,

Oozie 4.0.0 will be released soon and I will be driving it.
Please don't commit patches to branch-4.0. In the meanwhile, you can view Oozie 4.0 features and changes<http://svn.apache.org/viewvc/oozie/branches/branch-4.0/release-log.txt?view=markup>
