this always was a mystery to me, haven't checked the code history though...most probably java doc related plugins won't generate TezConfiguration html from configs in other classes, the only question is why we haven't moved those properties to TezConfiguration so far
I remember those tend to be set by hive users, so wouldn't consider them private
