My general observation is that localized licenses are super tricky.
This last item may make it tricky:
* you must make sure that you do not mislead or mislead the information; the use of the information must not infringe personal data protection rights, confidentiality obligations established by law
In fact, I'm not even sure how anyone can make that type of a statement – let alone projects released under ASF umbrella.
Any chance inclusion can be avoided? I'm sure you guys just need it for tests or something – can't you just have a script that downloads it dynamically (or omit it from the official release)?
