VOTE: Bill Nagy for committer

Bill wrote a good part of the docs for 2.2. I'm not asking for him
to be a committer for docs (he's not a "doc person" ;-)) .. he'll
be helping with maintenance stuff when we finally get this sucker 
out the door.

Here's mine: +1.
