there are three ways to execute tests.
1.) locally from within the GUI
2.) remotely ( on agents ) from within the GUI
3.) remotely ( on agents ) from the command line.

I have User Defined Variables in two places. 
1.) defined directly under the test plan
2.) definedunder an HTTP test script recorder in the workbench.


in both of those user defined variable sets, i define the server under test (
to be substitued in each request/header/etc. )


when i run a test using execution method 1. and 2., the HOST variable is taken
from the user define variables underneath the test plan.

when i run a test using execution method 3., the HOST variable is taken from
the user defined variables underneath the HTTP test script recorder.

this is a bug
