    To test:   pull this change into your git clone:
    >  $ ./build/build.sh
    you should see `incubator-trafficcontrol-1.9.0-xxx.xxxxxx.tar.gz` in the `dist` directory.  
    >  $ cd /tmp
    >  $ tar xzvf <repo path>/dist/incubator-trafficcontrol-1.9.0-xxx.xxxxxx.tar.gz
    >  $ cd incubator-trafficcontrol
    >  $ ./build/build.sh
