It seems like a smaller problem in [Environment#reload|https://github.com/apache/logging-log4j2/blob/3042e80fc6624e410925e4a264acddad92cc1541/log4j-api/src/main/java/org/apache/logging/log4j/util/PropertiesUtil.java#L453], which allows sources with higher priority number to override those with lower priority number. The order of the TreeSet should be reversed.

So _both_ values end up in the `normalized` Map.
