Delayed resolution of variables in inherited site.xml files

At present, variable references in site.xml files are resolved in the context of the project that contains the site.xml. This is often not what is required - e.g. if a parent site.xml is used to define settings for several modules.

It would be useful if there was a way to declare references that are resolved in the context of the module that is being built.
