-      1. Verify that the artifacts have propagated to the Maven repositories. For 10.6, artifacts appeared within a day at http://repo1.maven.org/maven2/org/apache/derby/ . It took 6 days for the artifacts to appear on the external aggregator site ( http://mvnrepository.com/artifact/org.apache.derby ).
