SSPI Authentication Error - any username can access/checkout/commit

I have 2 servers running Apache 2.0.58, Subversion 1.3.1,
mod_auth_sspi-1.0.3.
The server at site1 is Windows 2000 server.
The server at site2 is Windows XP.

The configuration for the Apache conf file is the same for both
locations but only
works correctly for site1 running win2000 server. Site2 allows access to
any username
or password even those not any machine on the network even gibberish and
no password.

I've installed both systems and configurations the same and the conf
files are exactly the same.

Is there anything I've overlooked? I wouldn't have even found the
problem except that one
of our devs put in the wrong username by accident and it allowed both
checkouts, updates and
commits!

Any help would be greatly appreciated.
