[PR] [DRAFT/ILLUSTRATION] Release workflows for polaris-tools [polaris-tools]

snazy opened a new pull request, #94:

   This PR is currently just a conceptual illustration.
   
   One commit is a literal copy of the workflows from the https://github.com/apache/polaris repo.
   
   The 2nd commit contains the changes to it to illustrate the idea.
   The changes have not even been tested manually.
