ActionError confusion

Hi,

Simple one hopefully. In the constructor of an ActionError object there is a field called 
"key". What is it for?

I have looked at the examples, and sometimes the name of the property is used and 
sometimes the GLOBAL_ERROR constant is used. I can kind of see why, but exactly 
what difference does it make.
