We've voted to allow committers of the Commons project who are release managers but not PMC members (yet) to publish releases.  See thread starting with http://mail-archives.apache.org/mod_mbox/commons-dev/201311.mbox/%3C87txfrfn6d.fsf%40v35516.1blu.de%3E

Please change the permissions of dist/release/commons so the commons LDAP group has write access.
