ISSUE-36 is a bit confusing: http://www.w3.org/2012/ldp/track/issues/36

There is a current discussion at the mailing list regarding this issue: "We cannot make a collection by POSTing a doument on a collection, since that creates a resource. We therefore would need a different HTTP Method to do this". And the are suggesting MKCOL from WebDAV.
