KUDU-236. Implement tablet history GC

Initial draft of tablet history GC. This feature could use some
additional test coverage.

Included tests:

* Test for entire-row GC
* Tests for Undo GC (positive and negative tests)

Missing tests:

* Missing randomized tests

Missing features:

* No mechanism to fail scans if they attempt to open a snapshot scan at
  a timestamp prior to the Ancient History Mark
* No dedicated background task that only schedules and performs history GC
