I've got user reports that the NB proxy autodetection is too aggressive and suggests a change although the configuration is, in fact, working (although different proxy than from PAC is used). So this attempts a simple HEAD, and if it succeeds, just continues with whatever the tool the configuration had.
This causes NB not to touch gradle/maven settings NB things should be different, but works at the moment.
