Freeze master and 0.12.0 branches for the 0.12.0 release

Hi All,
I am currently trying to stabalize the MXNet master and 0.12.0 branches for
the 0.12.0 Release.
Can I please request everybody to not merge any PRs into the master until
the release candidate has been tagged.
The following is the list of PRs that still need to pass tests and be
merged before the RC is ready -
1. 8300
2. 8301
3. 8125
4. 8304
5. 8277

I will respond to this thread once I complete the above merges.
