Major cleanup ...

Hi all,

I just wanted to tell you about some cleanups I did this morning.

- PLC4C is now outside the sandbox and the 3rd first level language we have
- I removed all of the ElasticSearch and Logstash modules as Logstash 
and ElasticSearch decided to switch to a new Category-X license
- I removed the StreamPipes modules in the sandbox as ours were 
completely outdated and the SP folks are providing versions in their 
project (No need to double provide them)
- I moved the influx example from the sandbox to the plc4j examples
- I added a prerequisiteCheck when enabling python for checking the 
setuptools are installed
- I updated the boost version for PLC4Cpp to the latest and changed to a 
new download URL

So far my cleanup summary.
