[I] rpm: package name is wrong [arrow-adbc]

### What happened?
It should be
`adbc-arrow-glib1-libs-12-1.el9.x86_64.rpm` not
`adbc-arrow-glib12-libs-12-1.el9.x86_64.rpm`.
We should use major version in `VERSION_NATIVE` for the `...-glibXX-...` part.
### How can we reproduce the bug?

I can work on this tomorrow.
I have one more RPM related problem that `adbc-arrow-glib-devel` installs `arrow-glib-devel=9` not `arrow-glib-devel=16` as a dependency. I'm looking into this now.
