Step 3 of the quickstart suggests that partitions and replication-factor are optional [kafka.apache.org/quickstart.|https://kafka.apache.org/quickstart] Also, the options list provided by bin/kafka-topics.sh explicitly mentions that " If not supplied for create, defaults to the cluster default." (kafka_2.13-3.0.0)

bin/kafka-topics.sh --create --topic quickstart-events --bootstrap-server localhost:9092
Missing required argument "[partitions]"

--partitions <Integer: # of partitions> The number of partitions for the topic
 being created or altered (WARNING:
 If partitions are increased for a
 topic that has a key, the partition
 logic or ordering of the messages
