[Issue 127232] Inconsistency between Indents & Spacing and Properties in First line indent boundaries

The document attached to reproduce the issue does not appear to be working and
the text included for the third line where it says 'Here indent is 6.50"' is
incorrect as the indent is actually 6.73" which is the same as on line 1 and
line 2.

My configuration is:
Windows 10.0.14393
AOO413m1(Build:9783)  -  Rev. 1761381 - 2016-09-29 02:39:19


I also attempted to reproduce the bug according to the instructions with a new
blank document.

I will only list steps that behavior was different, unexpected, or wrong.
Step 4: I was able to decrease the First Line Indent below -22.75 to -22.83,
but immediately it became the Max Indent of 6.73 ". But -22.75 is the lowest
value that would remain unchanged as the First Line Indent.

I can confirm that the bug is reproducible with my configuration according to
the instructions and that the maximum/minimum values in the
properties/paragraph pane and the format/paragraph dialog are different.

I can also confirm that setting the value of the First Line Indent in the
format/paragraph dialog box below the minimum for the properties/paragraph side
pane causes the value in the properties/paragraph side pane to change the
maximum value of 6.73" instead of the previously negative that was allowed by
the format/paragraph dialog box.

To reproduce the above mentioned issue: 
Preconditions: 
0. Create a new document. 
1. Set Page Format to A4.
2. Set measurement unit to inch.

Steps to reproduce: 
0. Open Properties -> Paragraph. 
1. In First line Indent put 6.73 ". 
2. Try to increase the value. 
  Note1:  It is not possible. Max Indent is 6.73 ". 
3. Open Format -> Paragraph -> Indents & Spacing. 
4. Set First line Indent to -39.37 ". 
5. Try to decrease the value.
  Note4: It is not possible. Min Indent is  -39.37 ".
6. Click 'OK' on the Paragraph dialog box
7. In the Properties -> Paragraph section, the value for the First Line Indent
is now 6.14".
8. Open Format -> Paragraph -> Indents & Spacing and observe the value of the
First Line Indent is now 6.14".

I've added some screenshots of each step. Hope that helps.
