cvs tag version in autmated snapshots

Two things... first the patch to TagEndGenerator (1.6) fixed the verifier problem.  (JDK 1.2.2 won't freak out over an empty try block if it is only followed by a finally)

But what kept me from figuring this out was that the automated builds are serving up old versions of the Jakarta codebase.... apparently as old as last October 21st.  Is this intentional?
