How can I develop pdf format?

Hi

I'm a software developer engineer that I study and research on PDF format. I
want to understand that can I extend this format?

Does Adobe allow developers develop PDF format Or it doesn't?

The short version: PDF is an ISO standard format. It's designed to be 
extensible within certain limits, which are clearly set out in the PDF 
document format reference. Read the PDF reference.
