[VOTE] qpid-proton 0.2 maven binaries

The binaries for the proton-j 0.2 source packages have been deployed in 
the Apache Nexus Repository.  This vote is to approve the release of the 
binary artifacts.  I will run the vote until COB on Monday, November 12 
(EST).
