The proper approach for the generate-id() tests is to move them from the conf
cluster to the new accept cluster, but still as idkey tests in that cluster. I
discussed this with Ilene but neither of us has taken action.

We could probably do the same for namespace17.

I'm not so sure that namespace19 and 24 allow any leeway. Can you paste in the
two outputs for our inspection and comment?
