Help me, please~~~

I use tomcat3.3.1 + apache1.3.26 + Debian3.0.

I want to let general user can develop their homepages in [userhome]/www.
i.e. IF I type http://localhost/~marcus/ in my browser, it must display my 
homepage right there.

What should I do???
