[hotfix] Bump jackson-bom.version to 2.22.2 and log4j.version to 2.26.1

Both were CVE-clean at the versions this PR originally pinned
(2.18.9 / 2.25.4), but had drifted a few releases behind by the time
CI ran. Catch them up to current before merge; verified the reactor
still compiles against the new pins.
