   Based on #1746 .
   
   Still has some problems need to be fixed in this issue and also some problems should be done in follow-on issues.
   
   The main problem here is that we have a TEST_SKIP_REPORTING_TRANSITION in the past but now meta assignment must go through master, need to investigate the related tests(TestRegionServerNoMaster and some region replicas test) more to find out a solution.
